Non Time Series Water Level Data Collection

MHL manual non-time series water level data.  This data comes from two different sources; Maximum Height Indicators, and
staff gauge readings.

Maximum Height Indicators are made up of a water sensitive tape inside a shower proof housing.  They are used to measure
the peak water level reached at any one point along a waterway.  This data will give the peak flood profile down a river, and
when used with an automatic water level is very useful in flood modeling.

Staff gauge readings were mainly used before efficient time series water level recorders were available.  Staff gauges were
installed and leveled in along a river system, then local land-holders would read the water level during an event.  These are
slowly being replaced by automatic recording systems.
